The Role of the Security Guard in Serving Homeless Shelter Clients course is a comprehensive 40-hour training mandated by New York City Local Law 124. This specialized program is required for all security guards employed at Department of Homeless Services (DHS) shelters, ensuring they are fully prepared to manage the unique challenges of working in these sensitive environments.
Delivered by the International Development Institute (IDI), a certified training provider, this course exceeds the minimum requirements of Article 7-A of the General Business Law. It equips participants with the skills to handle crisis situations, de-escalate conflicts, and provide safe, respectful, and effective security services to individuals experiencing homelessness and mental health crises.
The training must be completed within 120 days of employment and includes an annual 8-hour refresher that covers engagement strategies and mental health crisis response. The program is conducted by qualified instructors with extensive security and law enforcement experience and may be offered in person or via live online instruction during public health emergencies.
All shelter operators must ensure that their contracted or employed security personnel complete this training and receive compensation at their regular hourly rate during instruction. Additionally, shelter operators are required to submit quarterly reports and annual certifications to the NYC Department of Homeless Services to verify full compliance.
• Must be employed or contracted as a security guard at a DHS shelter
• Must complete the 40-hour training within 120 days of hire

Develop the shelter-specific communication, de-escalation, crisis-awareness, trauma-informed, ethical, reporting, emergency, and coordination skills needed to serve clients safely and respectfully in covered New York City homeless shelters.
Build communication skills for interactions with people experiencing homelessness, recognize individual needs, preserve dignity, maintain professional boundaries, reduce stigma, and use trauma-informed principles.
Recognize signs of distress, use calm and respectful communication, create space, request appropriate assistance, follow site protocols, and coordinate with qualified shelter or emergency personnel.
Review shelter guard responsibilities, emergency procedures, crisis response, communication with staff and law enforcement, situational awareness, client and staff safety, and site-specific plans.
Study professional ethics, sexual-harassment prevention, objective observation, incident reports, confidentiality, recordkeeping, escalation, accountability, and compliance documentation.
The enacted law requires covered guards at DHS-contracted shelter operators to receive 40 additional training hours within 120 days of hire and an eight-hour refresher annually. Coverage, instructor/provider rules, required content, compensation, records, and reporting should be confirmed for the employer and worksite.
The certificate does not replace New York security guard registration or state-mandated training and does not alone prove full employer compliance. Confirm IDI’s current eligibility, curriculum, delivery, documentation, and recognition with the shelter operator before enrolling.
